I would say that the hardest part is to start: buy some herbs/cremes/hrt... whatever you decide to use. It's a bit like doing bungee jumping: you know that you are safe but there is still that jump towards the unknown.
Soon after starting you'll realise that it's actually a fairly slow process and that you can stop before anyone notices signs of growth.
You will probably be the first person to notice growth anyway: t-shirts start sittting on your chest differently, maybe your jeans cover slightly less of your backside, your nipples may be a bit more sensitive... at that point many people panic and stop, and it's OK. It's a good moment because, while other people won't have noticed anything at that stage, you can gauge on your own skin how certain you are that you want to change your body and make it look more feminine. Some people call it the "WTF have I done?" moment.
If you decide that boobs and some more feminine hips can fit within your lifestyle, then you can pick your speed and grow as much as you want. Some of us stop as soon as they have pointy buds, while others go big. Some transition, some don't. Etc...
