I'll one up Ninja on average time it takes, its 5-10 years to maturation typically. Some are faster and some grow even longer, there's a lot of individual difference on that depending on luck, genetics and hormone treatment. Its not much different from cis women how they develop and in what time.
Glandulars are a shot in the dark on how well they work, especially when done on their own. You can't compare full on conventional HRT to NBE methods alone as that would be apples and oranges situation. It is well known what the best method is, that's HRT which gets loads better when its supplemented with the stuff we talk about here all the time.
My advice in this situation would be to try simplistic HRT with some supplements and see how it feels like.
Don't fool yourself into thinking that your boobs would be totally done with just popping some cow stuff if you haven't even tried a HRT program yet. They're not done easily, they wont be ready overnight and they do not grow without proper hormonal stimulation and that's a big YMMV situation on what works and how fast, except that HRT is the best method to it.
