i think that looks like axillary tissue, try searching for "axillary breast tissue" or the like and see if that feels like what you experience. if i understand correctly, it might come and go with hormonal fluctuation but ultimately it's breast tissue that's still present further up along the line towards the armpit, and it's probably going to grow a little along with your breast tissue elsewhere. it's not there because you took fenugreek, it's there since birth and it just activated with the rest of your breast tissue. personally i think it'd look cute with the rest of your breasts once they've caught up, it's not automatically a bad thing to have.
