i'd think the constricting tissue would prevent expansion even if there was normal tissue growing elsewhere. to my knowledge, surgical intervention is kinda required, but pls don't take my word for it because i don't actually know the subject matter nearly well enough. i hope someone with actual knowledge would respond to you.
