Hi Harvey,
Shirazmn is correct, some NBE, such as PM can cause deep vein thrombosis, there's been no cases of DVT reported with BO, however BO doesn't work with everyone, It's very inconsistent.
If you want to go with estradiol I would consider talking with a physician, if you live in the USA most planned parenthood clinics can treat you under Gender Affirming Care or GAC, mine is covered under my health insurance.
I would say that one unintended side effect I found, at least for me an purely anecdotal, I feel younger and people have told me that I look younger than my age.

Thank you Shirazmn I would like to firm my breast and grow them a bit. I also would like to feminize but not transition. My breast are a gift that I have grown naturally in the past few months. I would love to do low dose estrogen. Not sure how to share with my Dr and my wife .

Hello again
I am not sure how to help with sharing with your wife and doctor. I know that it's not easy: my wife knows that I crossdress yet I never had the guts to tell her that I want to grow breasts (well, that I am doing it...).
Telling the doctor in theory should be the easier one of the two, because they are bind to secrecy. Yet, I know the ocean of feelings that flood one's brain when thinking to do so.
Tomi66 is right in saying that BO is probably safer. It seems to have a more "rounded" effect in feminizing the whole body rather than just the breasts and it may be what you are after. Since the effects don't happen overnight, it may be a very good way to try if body feminization is what you really want. You'd be the one spotting the early signs of feminization well before anyone else does, and you could stop at that point if you change your mind.
Since you already have a B cup, your wife and doctor are probably already used to the idea that you have gynecomastia, so a couple of millimetres more on your bust would not raise suspicion.
The rest of the body takes a lot longer that the chest to feminise. Hips take forever, so they are definitely not a problem at the beginning. Even the breasts take months before showing any sign of growth. The only immediate change will be that your skin becomes a lot softer, but I have yet to see a woman who complains about that when cuddling.

Topicals can help rejuvenating the skin and give a better shape.
I am not sure what's available in your country (I am from the UK). Some other users may give you more help about that.
You can also try goggling something like "breast firming cream" and see if anything pops up around you. They are usually available in pharmacies in most countries.
#Edit:
I just remembered that people from the US, UK, and Italy have managed in the past to order from Biovea and that they had some good results with their gel. I personally bought their Progesterone gel years ago. They sell products with bioidentical hormones so be careful not to exceed the dosage suggested on the bottle.
